กองทัพอากาศ (ทอ.) จัดแถลงข่าวความพร้อมในการจัดหาเครื่องบินขับไล่โจมตีแบบ Gripen E/F ระยะที่ 1 จำนวน 4 เครื่อง มูลค่า 19,500 ล้านบาท โดยยืนยันว่าการดำเนินโครงการเป็นไปตามยุทธศาสตร์ที่มุ่งพัฒนา “ กองทัพอากาศที่แข็งแกร่งและมีประสิทธิภาพ ” และ ใช้ภาษีประชาชนอย่างโปร่งใส คุ้มค่า และตรวจสอบได้ทุกขั้นตอน

พลอากาศโท ประภาส สอนใจดี โฆษกกองทัพอากาศ เปิดเผยว่า.. วัตถุประสงค์ของการแถลงข่าวครั้งนี้ เพื่อต้องการสื่อสารความคืบหน้าและหลักการดำเนินโครงการจัดหาเครื่องบินขับไล่แบบใหม่ รวมทั้งเพื่อสร้างความเข้าใจต่อสาธารณะ เน้นความโปร่งใส ความคุ้มค่า การแข่งขันอย่างเป็นธรรม และเป็นไปตามนโยบายรัฐบาลที่คำนึงผลประโยชน์ของชาติเป็นสำคัญ พร้อมยืนยันถึงความมุ่งมั่นของกองทัพอากาศและสวีเดนในความร่วมมือระยะยาว

“ โครงการนี้ไม่ได้เป็นเพียงการจัดหาเครื่องบิน แต่คือการลงทุนในความมั่นคงของประเทศและความสามารถในการป้องกันอธิปไตยทางอากาศในระยะยาว เครื่องบิน Gripen E/F มีสมรรถนะล้ำสมัย ระบบเรดาร์ AESA ระบบสงครามอิเล็กทรอนิกส์ และจรวด BVR แบบ Meteor ซึ่งเป็นระบบที่ตอบโจทย์การรบในอนาคต ”

เหตุผลหลักของการจัดหาเครื่องบินขับไล่โจมตีรุ่นใหม่ คือเพื่อทดแทน F-16 ที่ประจำการมากว่า 37 ปี ซึ่งจะทยอยปลดประจำการในช่วงปี 2571–2578 หากไม่ดำเนินการ จะกระทบต่อความพร้อมในการป้องกันประเทศ

กองทัพอากาศ ได้ดำเนินการตามกระบวนการที่เข้มงวด โปร่งใส และรอบคอบ โดยมีการตั้งคณะกรรมการจากหลายฝ่าย เพื่อพิจารณาความเหมาะสมทั้งด้านขีดความสามารถ ความคุ้มค่า และราคาประกอบกัน ซึ่งผลการพิจารณาสรุปว่า เครื่องบิน Gripen E/F เป็นแบบที่ตรงตามความต้องการของกองทัพอากาศมากที่สุด

นอกจากนี้ ยังมีการถ่ายทอดเทคโนโลยี Tactical Data Link (Link-T), การพัฒนาบุคลากรและอุตสาหกรรมป้องกันประเทศในประเทศ รวมถึงความร่วมมือด้านการศึกษาและวิจัยกับสวีเดน

“ กองทัพอากาศ ขอยืนยันว่า ภาษีพี่น้องประชาชนจะถูกใช้อย่างคุ้มค่า โปร่งใส และเกิดประโยชน์สูงสุดต่อความมั่นคงของชาติ ” โฆษกกองทัพอากาศ กล่าว

ทั้งนี้ กองทัพอากาศ มีแผนจะลงนามในสัญญาร่วมกับรัฐบาลสวีเดนภายในเดือนสิงหาคม 2568 และจะมีการฝึกอบรมบุคลากรทั้งนักบินและช่างเทคนิคควบคู่กันไป เพื่อให้สามารถปฏิบัติงานได้ทันที เมื่อเครื่องบิน Gripen E/F เข้าประจำการ ...

The Royal Thai Air Force hereby confirms that Gripen E/F has proven to be a cost-effectiveness aircraft and there is confidence that the Royal Thai Air Force manages public funds with transparency and utmost efficiency.

The Royal Thai Air Force has organized a press conference to present the preparation forthe procurement of 4 Gripen E/F aircraft as replacement under Phase 1, the budget is 19.5 billion baht. We affirm that the project implementation is in line with the strategic vision to enhance the strength and efficiency of the RTAF, as well as manages public funds with transparency, value for money, and can be monitored and verified at all stages.

Air Marshal Prapas Sornchaidee, the RTAF Spokesperson, revealed that the purpose of this press conference is to present the progress and the guiding principles of the new fighter aircraft procurement including promoting public understanding, highlighting transparency, ensuring value for money, and fair competition, and complying with government policy that prioritize the overall national interest. This also affirms the shared commitment of the RTAF and Sweden to long-term cooperation.

This project is not merely an aircraft procurement, but an investment of national security and long-term air defense capability. Gripen E/F is equipped with advanced capabilities consisting of AESA Radar, Electronic Warfare systems, and Meteor (BVRAAM) which is designed to meet next generation combat requirements.

The main objective of the new fighter aircraft procurement is to replace the F-16, which has been in service for more than 37 years and is scheduled to be decommissioned between 2028 - 2035. Therefore, if no action is taken, it will affect national defense readiness.      

The RTAF proceeded with project through a strict and transparent process, exercising caution,and established various committees to examine the overall suitability, value for money, and pricing. In this regard, the result of the consideration shows that the Gripen E/F is suitable and meet the RTAF requirements.

In addition, there is also to development of personnel and the domestic defense industry as well as education and research cooperation with Sweden.

“ The RTAF would like to confirm that all public funds will certainly be used with value for money, transparency, and will bring the greatest benefit to the national security. ” the RTAF Spokesperson said. To conclude, the RTAF is planning to sign a contract with the Swedish Government within August 2025, and there will be pilot training alongside technician training in order for personnel to start working immediately once the Gripen E/F enters service.
